The report consists of two volumes. In Volume I are state-by-state descriptions across all school finance components for each state. Volume II contains separate sections for select provisions across all states, including finance formulae and cost differentials for students and districts.

The process of purchasing foodservice equipment or designing school nutrition (SN) facilities can be one of the most challenging yet critical tasks SN directors undertake in their careers. Research related to foodservice equipment and facility design has primarily focused on available equipment in schools to implement The Dietary Guidelines for Americans (DGA) and on the decision process to select food production systems in schools. Current research is limited on the involvement of SN directors in purchasing equipment or facility design projects. The purpose of this study was to conduct a needs assessment to determine the current state of involvement and knowledge of SN directors in the facility design and equipment purchasing process.

Purchasing is a complex field, involving many administrative and logistical challenges, and the impetus towards transparency at each stage of the process has evolved naturally as purchasing departments come under increased scrutiny during tough economic times. In this environment of increased oversight, procurement professionals are increasingly pressured to improve efficiency while reducing costs. In this document, we will look at the net benefits of organizations implementing transparency in purchasing, as well as examine high- level regulatory initiatives being considered to facilitate global integration of transparency and equity regulations in procurement.
